دول عابرة للأقاليم ترفض اعتراف إسرائيل بـ "أرض الصومال" وتؤكد: مساس خطير بوحدة الصومال وتهديد للسلم الدولي

أصدرت مجموعة دول عابرة للأقاليم، تضم وزراء خارجية كل من جمهورية مصر العربية، والجمهورية الجزائرية الديمقراطية الشعبية، واتحاد جزر القمر، وجمهورية جيبوتي، وجمهورية جامبيا، والجمهورية الإسلامية الإيرانية، وجمهورية العراق، والمملكة الأردنية الهاشمية، ودولة الكويت، ودولة ليبيا، وجمهورية المالديف، وجمهورية نيجيريا الاتحادية، وسلطنة عُمان، وجمهورية باكستان الإسلامية، ودولة فلسطين، ودولة قطر، والمملكة العربية السعودية، وجمهورية الصومال الفيدرالية، وجمهورية السودان، وجمهورية تركيا، والجمهورية اليمنية، إلى جانب منظمة التعاون الإسلامي، بيانًا مشتركًا تعليقًا على إعلان إسرائيل، في 26 ديسمبر 2025، اعترافها بإقليم «أرض الصومال».

وأكد البيان الرفض القاطع لهذا الإعلان، محذرًا من تداعياته الخطيرة وغير المسبوقة على السلم والأمن في منطقة القرن الأفريقي والبحر الأحمر، وما يحمله من آثار مباشرة على السلم والأمن الدوليين، فضلًا عن كونه يعكس تجاهلًا واضحًا وصريحًا لقواعد القانون الدولي.

وأدان الموقعون بأشد العبارات هذا الاعتراف، معتبرين أنه يمثل خرقًا سافرًا لميثاق الأمم المتحدة ومبادئه الأساسية، وفي مقدمتها احترام سيادة الدول، ووحدة أراضيها، وسلامتها الإقليمية.

وشدد البيان على الدعم الكامل لسيادة جمهورية الصومال الفيدرالية، ورفض أي إجراءات أو خطوات من شأنها الإخلال بوحدة الصومال أو المساس بسلامته الإقليمية أو سيادته على كامل أراضيه المعترف بها دوليًا.

وأكدت الدول والمنظمة الموقعة أن الاعتراف باستقلال أجزاء من أراضي الدول يشكل سابقة خطيرة تهدد السلم والأمن الدوليين، وتقوض المبادئ المستقرة للقانون الدولي وميثاق الأمم المتحدة.

كما أعرب البيان عن الرفض القاطع لأي ربط بين هذا الإجراء وأي مخططات لتهجير أبناء الشعب الفلسطيني خارج أرضهم، مؤكدًا أن هذه الطروحات مرفوضة شكلًا وموضوعًا وبصورة قاطعة، ولا يمكن القبول بها تحت أي ظرف.

oint Statement by a cross regional group of countries commenting on Israel’s recognition of the “Somaliand” region of the Federal Republic of Somalia on 26 December 2025:

The Ministers of Foreign Affairs of the Arab Republic of Egypt، the People’s Democratic Republic of Algeria، the Union of the Comoros، the Republic of Djibouti، the Republic of The Gambia، the Islamic Republic of Iran، the Republic of Iraq، the Hashemite Kingdom of Jordan، the State of Kuwait، the State of Libya، the Republic of Maldives، the Federal Republic of Nigeria، the Sultanate of Oman، the Islamic Republic of Pakistan، the State of Palestine، the State of Qatar، the Kingdom of Saudi Arabia، the Federal Republic of Somalia، the Republic of the Sudan، the Republic of Türkiye، the Republic of Yemen، and the Organization of Islamic Cooperation، underscored the following:

1- Their uniquivocal rejection of Israel’s recognition of the “Somaliland” region of the Federal Republic of Somalia on 26 December 2025، given the serious repercussions of such unprecedented measure on peace and security in the Horn of Africa، the Red Sea، and its serious effects on international peace and security as a whole، which also reflects Israel’s full and blatant disregard to international law;

2- Their condemnation in the strongest terms of such recognition، which constitutes a grave violation of the principles of international law and the United Nations Charter، which explicitly stipulates the imperative of protecting the sovereignty of states and their territorial integrity، and reflects Israel’s expansionist

3- Full support of the sovereignty of the Federal Republic of Somalia، and the unequivocal rejection of any measures that undermine the unity of Somalia، its territorial integrity or its sovereignty over its entire territory;

4- The recognition of parts of states constitutes a serious precedent and threatens international peace and security، and violates the cardinal principles of international law and the United Nations Charter.

5- The full rejection of any potential link between such measure and any attempts to forcibly expel the Palestinian people out of their land، which is unequivocally rejected in any form as a matter of principle.
